When you load the progress tracker, you will see two options at the top, "As per highest assessment" and "As per latest assessment". The "As per Latest Assessment" option is selected by default.
The "As per Highest Assessment" option shows the highest assessment that the children have been given in their published observations. This means the tracker will only show assessment data for the highest age-band that the child has been assessed at as well as as the highest level they have been assessed at in that age-band.
